 b) I don't know who is sponsoring the graphics conference.  The information
 that I have (a bit old) indicates they were seeking cosponsorship of SIGRAPH
 and IEEE Computer Society as well as SIGART (but without financial obligation).
 I've been wrestling with the ACM bureaucracy to try to give them our blessing,
 but so far have only obtained longer and longer forms to fill out.

 CHAIRMANS MESSAGE (rerevised)
  
 If all goes according to plan, the next issue of the Newsletter will
 include a revised version of the proposed SIGART Bylaws,
 published earlier$$SIGART Newsletter No. 47, August 1974*, and a
 binary ballot.  The main purpose of the new Bylaws will be to convert
 from appointed to elected officers. 
 
 If approved by a majority of SIGART members, we will subsequently go
 through the nomination and election procedures specified in the
 Bylaws, but with an unavoidable transient timing glitch.  The offices
 are supposed to change hands June 1, but we will probably not be able
 to complete the election by then.
 
 The modifications to the earlier draft Bylaws include a number of
 changes needed to conform with ACM policies, omission of some
 appointed positions, and the modification to nominating procedures
 requested by attendees at the last SIGART Meeting$$SIGART Newsletter
 No. 49, December 1974, Chairman's Message*.  I omitted specifying in
 the Bylaws several positions that were to be appointed by the
 Chairman on the grounds of simplicity and the fact that the Chairman has
 power to make such appointments as needed.

 vote.
